Message from BIA President, Bob Yoder

Reinvigorating Our Economy Together!

April is traditionally an important month for the homebuilding industry.  Not only do new model homes open and consumers begin hunting for the home of their dreams, the industry and its over 7,000 members unite to fight on behalf of the industry at the local, state and federal level.

As you may know, the BIA is always fighting for you here in Riverside County.  As the watchdog protecting the industry, our goal is to work with local government to ensure that you have the ability to complete projects in a cost effective and timely manner.

In April, your BIA team took the messages from the frontlines and delivered them to our leaders in Sacramento and Washington D.C.  In Sacramento, the BIA and our statewide organization CBIA banded together to support legislation crucial to a speedy recovery of the housing market.  At the federal level, BIA worked with our national affiliate, NAHB to press for immediate actions to shore up the credit market and breathe vitality back into the homebuilding industry and the economy.

Most importantly, the month of April saw the coming together of our many individual BIA members to express their support for numerous desperately needed industry fixes.   Thank you all for your continued efforts and rest assured that your voice has never been more important and needed than in these trying times.

Government Affairs Update

Through the first quarter of 2008, the BIA has secured the deferral or lowering of fees for 21 local governments and special districts. These local actions will help stimulate our local economies and impact your bottom line. Although these benefits may not be seen immediately, this is a big step towards turning our economy around.

In the last three weeks, Eastern Municipal Water District proposed an immediate $8,049 increase on development connection fees.  BIA successfully negotiated a decrease in the proposed fee, down to $3,152 with a projected deferral of the increase for nearly two years.  While any fee increase is harmful, BIA secured a huge victory by ensuring that 2400 EDU worth of proposed development will be protected from this new fee.

At the state level, with your support, BIA and CBIA are actively pushing two exciting bills for our industry that are continuing on the path to the Governor's desk.

SB 1185 (Lowenthal), which would extend existing and unexpired tentative subdivision maps for one year is currently awaiting action on the Senate floor. It has received no votes in opposition to date.

AB 2604 (Torrico), which would allow most developer impact fees to be deferred until certificate of occupancy is awaiting action on the Assembly Floor and has received unanimous support through the process to date.

In Washington D.C., California Homebuilders, along with NAHB called on Congress to pass a meaningful economic stimulus package that includes permanent higher loan limits for FHA and GSEs, a homebuyer tax credit and expansion of the tax carry-back provision for net operating losses (NOL). The Senate has passed its version of a stimulus package and the House is still working on a more aggressive package.

Grassroots Efforts: Achieving Results Together!

American_Dream_Team.jpg

The American Dream Team is a group of California residents working at the grassroots level to ensure that the heartbeat of our economy continues to be strong.

Here you will find up-to-date housing information and opportunities for you to tell your elected officials – local, state and federal – what they can do to help. Some laws and regulations help housing. Others make homes more expensive and less available. Only by speaking together with a strong, clear voice can we force action to help solve this housing crisis.

Homebuilding Day Recap

In early April, hundreds of BIA members from across the state gathered in Sacramento to discuss homeownership with state lawmakers.  Thank you to all the members who participated – your voice makes a difference.

Our team met with Senators Dennis Hollingsworth, Jim Battin, and Bob Dutton and Assemblymembers Paul Cook, Kevin Jeffries and John Benoit.  All of our representatives are doing a great job fighting for the industry and for the health of our economy.
