Through the first quarter of 2008, the BIA has secured the deferral or lowering of fees for 21 local governments and special districts. These local actions will help stimulate our local economies and impact your bottom line. Although these benefits may not be seen immediately, this is a big step towards turning our economy around.

In the last three weeks, Eastern Municipal Water District proposed an immediate $8,049 increase on development connection fees. BIA successfully negotiated a decrease in the proposed fee, down to $3,152 with a projected deferral of the increase for nearly two years. While any fee increase is harmful, BIA secured a huge victory by ensuring that 2400 EDU worth of proposed development will be protected from this new fee.
At the state level, with your support, BIA and CBIA are actively pushing two exciting bills for our industry that are continuing on the path to the Governor's desk.
SB 1185 (Lowenthal), which would extend existing and unexpired tentative subdivision maps for one year is currently awaiting action on the Senate floor. It has received no votes in opposition to date.
AB 2604 (Torrico), which would allow most developer impact fees to be deferred until certificate of occupancy is awaiting action on the Assembly Floor and has received unanimous support through the process to date.
In Washington D.C., California Homebuilders, along with NAHB called on Congress to pass a meaningful economic stimulus package that includes permanent higher loan limits for FHA and GSEs, a homebuyer tax credit and expansion of the tax carry-back provision for net operating losses (NOL). The Senate has passed its version of a stimulus package and the House is still working on a more aggressive package.
